I'm not sure about the context, because while drawing this, I was both thinking of a Civil War AU and an Avengers AU, so I'm not sure if what Steve is saying is more like a "Wake up, Tony, can't you see this is gonna end badly? I don't want to hurt you or any other hero, look at what this stupid law you support is making us do! It's destroying everything we care about!" or like a "Hold on, Tony, just breathe, I'm gonna be back soon and I'm gonna get you to the hospital. In the meantime, stay hidden and just keep your forces. All I'm asking is for you to stay awake for five minutes, you can do it."

Pick the scenario you like best, as you can see, both have a decent dramatic potential.
